The House should appropriate money to ask the citizenship question, but it should do so as follows. It would be interesting to see the response of those who insist the 2nd Amendment protects their right to form a citizen militia:

WHEREAS The Constitution of the United States, Article I, Section 8, gives the Congress the power to provide for the common defense of the United States; and
WHEREAS The Constitution of the United States, Article I, Section 8, paragraph 16, authorizes Congress to provide for organizing, arming, and disciplining the Militia; and
WHEREAS The Constitution of the United States, Article I, Section 8, authorizes Congress to provide for calling forth the Militia to execute the laws of the Union, suppress insurrections, and repel invasions; and
WHEREAS The Constitution of the United States, the Second Amendment to the Constitution states, "A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear arms, shall not be infringed; and
WHEREAS the Second Amendment right to keep and bear arms in entwined with a well regulated Militia; and
WHEREAS an accurate counting of citizens keeping and bearing arms as part of the Militia, consistent with the Second Amendment, is essential to call forth that Militia to execute the laws of the Union, suppress insurrections, and repel invasions;
WHEREAS a count and description of each firearm, and a count of available ammunition, is essential to the organization of the Militia;
WHEREFORE the Congress hereby authorizes sufficient funds to include in the 2020 Census all of the following questions, without reduction, modification, or alteration:
1. Are all members of the household Citizens of the United States?
2. Do any members of the household own firearms?
3. If so, which members own firearms?
4. For each member of the household who owns firearms, state the number of firearms, and the make and model of each firearm.
5. Is there any firearm ammunition in the household?
6. If the answer to 5 is "yes," itemize, by caliber and style (e.g. ".22 long,""9mm," etc.), as well as by number in personal inventory, every round of ammunition in the household.
